            As Brazil emerges ahead of other countries from the economic crisis, the energy and infrastructure sectors are still reeling from a shortage of liquidity.  Projects have been delayed or cancelled as international banks retreat to domestic markets and emphasis on risk aversion makes it more difficult to approve project financing.
