2011 onwards: Head of projects department in the governmental company Cross-Israel Highway Ltd., the authority responsible for the Cross-Israel Highway, the Carmel tunnels and the Fast Lane to Tel-Aviv project. Overall responsibility for concession agreements with respect to the Carmel tunnels and to the Fast Lane projects. The responsibility applied to all the financial and legal aspects of managing and supervising the projects, including obligations of the concessionaires and their shareholders and the related funding and loan agreements. The responsibility for these projects included the following: • Regulation of royalty payments to the state which aggregated to hundreds of millions of NIS. • Managing negotiations in regard to the terms of payment and compensation to the country with respect to various issues. • Supervision and management of various payment mechanisms between the state and multiple concessionaires, including protection from risks arising from demand. • Supervision over the fulfilment of concessionaires' obligations. • Revision and change of terms of concession agreements, loan agreements, agreements regarding construction and operating during the term of the concession, while establishing different mechanisms to protect the rights of the state. • Business development of the projects, including doubling the capacity of the Fast Lane project. • Changing the model in the Carmel tunnels project, from a model that enables the use of registered vehicles only to an operating model that enables free flow. 2008 – 2011: Israel PPP unit at the Office of the Accountant General – Ministry of Finance. Coordination of inter-ministerial tender committees worked under the committee chairman – head of the Infrastructure and Projects Division, a senior deputy of the Accountant General. Management, follow up, reporting and coordination of all tasks relating to the establishment of infrastructure projects under the PPP system and accompaniment of all stages of the process. I have been involved in the following projects: In the field of transportation projects: Highway 531 – coordination of the project establishment process, including coordination of the financial closing, annulment of the Concession Agreement and forfeiture of pledges, coordination of the negotiation process with the second place winner of the tender for examining the feasibility of executing the project. Responsibility for exercising the state's option in the the Derech Eretz company and conducting a sale offer to institutional bodies, including: constant professional examination of the complicated process while offering various alternatives for its fulfilment; coordination of a team responsible for receipt of the state's approval and the approval of the authority in charge of securing mezzanine loans to the Derech Eretz company, including determining commercial terms; coordination of contact with the capital market division in the Ministry of Finance in regard to finding solutions for professional issues arising during the process; coordination of the process of sale value estimation and preparation of documentation containing outlines in preparation for the roadshow; representation of the tender committee during the roadshow process for the presentation of the sale process to the capital market. Partner in a team responsible for the sale of all holdings of Africa Israel and CHIC in the Derech Eretz company to the Israel Infrastructure Fund and the Housing & Construction Holding Company Limited. Coordination of the tender committee for the construction of segments 3 and 7 in the Cross-Israel Highway. In the field of water desalination: Coordination of the expansion process of existing desalination facilities; coordination of the construction of the desalination facility in Sorek shore, including the process of indicative financial rating for the process; coordination of the construction of the desalination facility in Ashdod; coordination of all activities of the PPP desalination projects – implantation authority (WDA) regarding various issues in connection with the operation of desalination facilities. Representative of the Office of the Accountant General and the PPP unit at professional conferences in Israel and abroad. 2007 – 2008: "Trust" Investment House, mutual fund and investment portfolio manager. 2005 – 2006: Nostro trader at "Gilaon Investments" (a public company). 2001 – 2004: Independent financial asset trader. My activities during these years included trading and management of investment portfolios with respect to a range of financial assets, in Israel and abroad, including shares, government and corporate bonds and financial derivatives. TEACHING AND CONSULTING EXPERIENCE • Mizrahi Bank – Development and management of the financial consulting system implementation project among all the investment consultants at the bank. • Jerusalem College of Technology - Machon Lev – lecturer in the undergraduate management program. • Meitav Capital Market College – lecturer in professional courses on the capital market. EDUCATION 1997 – 2001: Undergraduate degree in business management (BB), Faculty of Business, College of Management academic studies, specialization in finance, analysis and the capital market.
