UK Export Finance

Paul works in the aerospace underwriting team at UK Export Finance, formally ECGD, the United Kingdom’s Export Credit Agency. UKEF is a Department of the UK Government dedicated to facilitating UK exports. As part of this remit, UKEF plays a large role in supporting the export of Airbus aircraft, Rolls Royce engines, and is looking to support the UK element of Bombardier C-Series aircraft. During the financial crisis UKEF support enabled the delivery of 35% of Airbus’ production to airlines and lessors across the globe. Latterly, the call on ECA support has dropped to below 10% of production. However UKEF is taking the opportunity of the respite to develop its product range, allowing it to become the first European ECA to offer support for capital market transactions, prefunded bonds and now has the capacity to support Sukuks. Paul recently put in place UKEF’s on support for the first-ever ECA-backed, aircraft financing in RMB for China Southern Airlines. This RMB financing is symptomatic of UKEF’s developing business links with China and Asia Pacific generally; UKEF is increasingly looking at ways to work with the major Chinese lessors and structures to support deliveries to regional and private airlines.
