Kim Butler

As Vice President, Project Development, Mr. Butler leads the Project Development team in working with all levels of government in assessing their projects for potential P3 viability, in particular through the Federal Screen and the P3 Canada Fund. In addition, the Project Development team provides expert advice to clients on the establishment of effective project structures and prepares detailed P3 business cases ensuring P3s that deliver optimal Value for Money. Mr. Butler joined PPP Canada in October 2014. Prior to joining the Corporation, Mr. Butler served as Deputy Ambassador to France. He has held a variety of positions within the public sector, including serving as Chief of Staff to the Deputy Minister, Industry Canada, and acting Corporate Comptroller and Federal Co-Chair of the Canada-Ontario Infrastructure Program. He brings strong leadership to the Corporation as well as broad and extensive experience in policy, strategy development and infrastructure delivery. Mr. Butler holds a Bachelor of Commerce Honours degree from the University of Ottawa. He is also a graduate of the Government of Canada's Accelerated Executive Development Program and has completed the Public Executive Program at Queen's University.
