Mr. Becker joined PMR in June 1999 and is responsible for coordinating the day-to-day development and financing of the various projects undertaken by the company. In addition to raising the equity and debt financing required for each project, Mr. Becker is primarily responsible for negotiating all major contracts, monitoring the permitting process and overseeing the electricity sales effort. Mr. Becker also oversees and manages the 600MW coal-fired project of GMCP. Reporting to him are the project manager (construction), general manager (operations), sales and trading, finance, accounting, human resources and legal sections. Before starting his career on Wall Street, Mr. Becker was a volunteer social worker for the United Nations in the Philippines. His 17-year career as an investment banker began at Bankers Trust Company, where he worked on over US$4bn of US and cross-border leveraged lease financings for major international airlines, communications satellites and transportation companies as well as structuring subordinated debt and equity investments in a number of high-profile leveraged buyouts. In 1990, Mr. Becker resigned from Bankers Trust to help establish Fieldstone Private Capital Group (“Fieldstone”), a boutique global investment bank specializing in private equity and project finance. Mr. Becker was responsible for initiating Fieldstone’s Asian investment banking presence through establishing and staffing offices in Tokyo, Hong Kong and Kuala Lumpur. While Deputy Managing Director for Asia, he was the Transaction Team Leader for the Quezon Power 460MW coal-fired project and has specific experience in project risk analysis as well as structuring and arranging equity and debt for infrastructure projects. During his tenure at Fieldstone, Mr. Becker participated in the successful closing of over US$3bn of power project finance and M&A transactions. Mr. Becker retired from Fieldstone in 1999 as Managing Director for Asia to join PMR. Mr. Becker holds a B.A. in International Relations, with distinction, from Stanford University (1978) and an M.B.A. from the Amos Tuck School of Business Administration at Dartmouth where he was elected an Edward Tuck Scholar (1982).
