Jacques Bouillon

Jacques Bouillon is a lead partner within the Energy, Infrastructure, Project and Asset Finance Group of the Firm's Paris office. He has 25 years' international experience in public and construction law, particularly in project financing in civil law countries.

Jacques' clients benefit from his experience in project finance, including BOT, PPP and concession projects in various sectors. He is particularly sought after for his in-depth knowledge of road, railway, ports, airports and urban transportation infrastructures, social infrastructure, energy (production and distribution), water, oil & gas conveyance infrastructures and telecommunications.

His international client list, extensive and varied, includes public entities, governmental and local authorities, municipalities, international financial institutions (including development finance institutions and export credit agencies), banks, sponsors and concessionaires for public works and services.

Jacques has extensive experience in cross-border concessions and the specific issues raised by this type of project. In particular, he advised international institutions, including IFC and Eximbank, in connection with the US$6 billion financing of the Chad Cameroon Pipeline.

Before joining the Paris office of White & Case, he was head of Time Warner France's legal department, and was notably responsible for the negotiation of cable television and video communication network licenses.
