Tamer Waguih Naguib

Assistant PPP Central Unit Director, Public Private Partnership Central Unit
Ministry of Finance, Egypt

I am Public Private Partnership Specialist working at the PPP Central Unit “PPPCU” at the Ministry of Finance with a vast experience over 20 years in different business fields and sectors, twelve of which at the PPPCU. The latter period definitely shaped my skills and enriched my experience in managing PPP projects; starting from the appraisal and screening of the proposed projects, till the closing of the accepted ones. Being a participant in screening and tendering over 45 projects; I was responsible for both; the procurement and project management process in the PPP Central Unit, this allowed me to engage in-depth in different industries and sectors, namely; Education, Health, Transportation, Wastewater treatment and Ports sectors.

I also participated in appraising, structuring, reviewing the tender documents of all PPP projects with the appointed consortium of advisors for each project and acted as the focal point between the Tendering Authority and the Transactional advisors.

I joined the Ministry of Finance of Egypt in 2007, in the capacity of Project Manager for the Social Sector in the Public Private Partnership Central Unit, during that time; I have been engaged in two pilot PPP projects in Health & Education Sectors.

In 2012, after the signature of the above-mentioned projects, I was promoted to be the Projects Portfolio Manager, and so became accountable for managing the delivery of all the PPP Projects across all the sectors. In 2015, he appointed as the Assistant of the PPP Central Unit Director with more duties and responsibilities.
