Elliott Black

Mr. Black, Director of the office of airport planning and programming. He oversees airport and system planning, environmental processing and financial assistance programs, including both the AIP and PFC program.

Prior to his appointment to FAA Headquarters, Mr. Black worked in the FAA Great Lakes Region as Manager of the Planning and Programming Branch. He has formal training in architecture, planning and policy. His career includes positions at Boston Logan and Chicago O’Hare as well as working on a national level as a consultant in airport planning, environmental processing, financial planning and capital program implementation, in such diverse locations as Boston, Chicago, Los Angeles, San Diego, Anchorage and Toronto. He has also played key roles in complex capital and O&M budget planning, financial feasibility studies, airline negotiations and airport bond financing.
