David Holme

Senior Foreign Legal Adviser

David is a Linklaters partner on long-term secondment as a Senior Foreign Legal Adviser in Widyawan & Partners. He has been based in Jakarta for over eight years, practices principally in the energy, resources and infrastructure, mergers and acquisitions and general corporate and commercial fields in Indonesia.
David's recent Indonesian energy and power experience includes advising: 
>    the awarded bidders on Jawa 1 (1,600 MW combined cycle gas turbine power plant located in West Java); 
>    PT Pertamina Gas on its participation in bids for the joint development of the Jawa-Bali 3, Riau, Scattered, Pontianak and Bangka gas-fired IPP Projects; 
>    on a confidential proposal to develop a 500MW combined-cycle gas-fired electricity generating facility through direct appointment co-operation between PLN and foreign SOE under Article 9 of Presidential Regulation No.4 of 2016 on the Acceleration of the Development of Electricity Infrastructure;
>    Enel Green Power on its recent successful bid for the 55MW Way Ratai geothermal power project;
>    CDB on its financing of Jawa 7 (2 x 1000 MW coal-fired power plant located in Banten Province); 
>    Marubeni on its investment in the Rantau Dedap geothermal power project; 
>    Inpex Corporation on its investment in the Sarulla geothermal power project;
>    a consortium on its proposed bid for the Jawa 5 project, a proposed 2 x 1,000 MW coal-fired power project in Banten; 
>    confidential prospective investors in the Tanjung Jati A power project, a proposed 1320 MW coal-fired power station in Central Java; 
>    Vung Ang II Thermal Power Limited Liability Company and Vinh Tan 3 Energy Limited Liability Company on the Indonesian coal supply and coal transportation arrangements for their proposed 1,200 MW / 1,320 MW coal fired thermal power plants in Vietnam; 
>    Pertamina Geothermal Energy on its comprehensive partnership program to invite international geothermal operators to partner with PGE to expand PGE's existing assets; 
>    a consortium of Kalla Group, Pertamina and Japanese investors on the development of the proposed 4MTPA Bojonegara LNG receiving terminal; 
>    Pertamina Geothermal Energy on the proposed development (in joint venture with a local government enterprise in Aceh) of the Seulawah Agam geothermal power project; and
>    Inpex on the development of its Masela floating LNG project, Abadi field, offshore Indonesia, the largest gas project currently under development in Indonesia. 
>    prospective investor in respect of the proposed acquisition of a hydro power project located in Sumatera, Indonesia.
>    prospective purchaser in acquiring a controlling stake in an Indonesian power group currently developing 4 hydro power projects in West Java.
David is admitted to practise in England & Wales and in Australia.
