Specialist aviation lawyer, with accumulated experience: including regulatory, commercial aviation (regular and non regular), infrastructure, alliances, taxes, and liability issues.  As Aeromexico SVP Legal & Deputy General Counsel, Carlos provides full service attention to internal clients’ needs in all areas as a flagship airline with worldwide operations, such as commercial agreements, alliances, partnerships, financing, capital markets, leasing, taxes, transactional and corporate structures, operational issues and regulatory matters, dispute resolution, consumer protection and litigation.

Experienced in operating and finance leases of passenger and cargo aircraft and spare engines, aircraft and engine purchases and sales (including sale and leaseback transactions and PDP's financing), US and European ECA-guaranteed aircraft and spare engine acquisition financings. Participation in single-plane and fleet-wide aircraft lease restructurings, lease securitization transactions, lease structure conversions, lease extensions, early returns, modification of lease terms and related litigation.  Carlos was involved in the first three JOLCO financings for WB aircraft in Latin America.

Regulatory matters which include all relevant regular and non regular permits before worldwide aviation authorities, and all issues relevant to the travel sector. Regulatory matters before the Department of Transportation and Dirección General de Aeronáutica Civil, including multi-lateral and bi-lateral air transportation treaties, transportation regulations and acquisition antitrust issues. 

Carlos is also in charge of all legal work related to the opening of national and international regular routes, which among others include permits to operator of foreign registered aircraft, OSPECS, drafting, negotiation and closing of IATA SGHA agreements (i.e. arrivals and departures, de icing, security, etc), incorporation of branches, airport lease agreements, marketing agreements, code share agreements.
