Carlos Palacious

Carlos Emmanuel Palacious completed his Diploma in Engineering from St. Mary’s University (2006), Bachelor’s degree in Civil Engineering from Dalhousie University (2008), and Master’s degree in Coastal and Oceanographic Engineering at the University of Florida (2010). Carlos was the first Bahamian Coastal Engineer.  

He is a licensed Professional Engineer in the Bahamas, Canada and USA as well as being globally certified as a Project Management Professional (PMP). In 2018, Professional Services Bahamas  named Carlos on the prestigious top 40 under 40 list as one of the Bahamas’ 40 most successful and influential professionals under 40 years old. He was selected to represent American Society of Civil Engineers as an Emerging Leader in 2015. Carlos is a principal of Caribbean Coastal Services Ltd. (CCS) where he serves as the Director of Operations, and is also principal of several engineering and technical related businesses including surveying, drilling and testing. In addition to being a Design Engineer for The World in Dubai and all coastal works at Baha Mar, he was also Lead Design Engineer for the three (3) Royal Bahamas Defense Force Base expansion projects.

Carlos was the Team leader for the Inter-American Development Bank funded project titled “Preparation of a National Integrated Coastal Zone Management (ICZM) Policy Framework for The Bahamas.” He is also a regional leader in his field, serving as Team leader for the studies and design of the dredging of the mouth of the Belize River and the Haulover Creek in Belize City (IDB). Currently, he serves as Team Leader “Conducting Baseline Studies for Enhancing Coastal Protection for Climate Change Resilience” in seven (7) Caribbean countries for the Caribbean Community Climate Change Center (5Cs). Carlos has worked and travelled extensively both locally and globally, including over fifty (50) islands and cays throughout the Bahamas and more than thirty (30) countries. 

Carlos is a Distinguished Toastmaster, having served as President of Club 1600 and as an Area Director. He is an Ambassador of the Bahamas National Trust, member of the Inter-American Development Bank’s Civil Society, former Director of the Bahamas Society of Engineers, and former Junkanoo (JCNP) Independent Review Committee member. He is a chalice bearer and lay reader at St. Matthew’s Anglican Church. Carlos is a licensed boat captain and open water diver and he enjoys exercising, fishing, and travelling. He is a regular presenter at national and regional forums in the areas of coastal engineering and sustainable development. Carlos is married to Anastarcia and they have one child, Cairo.
